On 22 November, the next round of negotiations will take place. To date, we have not received any written response on the formula “174 for 46” announced by Ukrainian politicians in media. We would have received the official position of Kiev regarding the exchange “all confirmed for all confirmed” if Ukrainian authorized representatives had attended the meeting of the Humanitarian Subgroup.
Our exchange position remains unchanged: we insist that all persons whose presence has been confirmed in the territory of Ukraine be released. I can definitely say that the Donetsk People’s Republic has long been ready for the second stage of the exchange. In this regard, I call upon the Ukrainian side to put words into action, to avoid protracting the negotiation process and to send their official representatives at the meetings of the Humanitarian Subgroup, which would promote the early release of detainees.
I hope that the meeting will be constructive, which requires, as a minimum, the presence of Ukrainian representatives at the negotiations as well as their readiness to present the official position on issues of the agenda.
