Statement from Daria Morozova on shelling in Kominternovo

The yesterday’s shelling of Kominternovo is more than another violation by the Ukrainian side of the ceasefire agreements reached within the framework of the Minsk negotiation process; it is a gross violation of the norms and requirements of international humanitarian law.

Armed formations of Ukraine attacked civilian objects, causing a vegetation fire. Moreover, due to the continuous shelling, it was impossible for fire brigades to eliminate its consequences for a long time. This created an additional threat to the life and health of local residents.

The above is a violation of Article 13 of Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II), according to which the civilian population should not be the target of attack. The Ukrainian side continues to commit acts of violence with the main goal of terrorizing the civilian population of Donbass.

In this regard, I urge international human rights organizations to pay particular attention to this incident and give a legal assessment of actions of the armed formations of Ukraine. It is necessary to use all available levers of influence on the Ukrainian government in order to prevent the escalation of the conflict, worsening of the social and humanitarian situation in the region, as well as to prevent further violations of the rights and freedoms of Donbass residents.
