Lately, the actions of the armed formations of Ukraine have been aimed at escalating the conflict. In confirmation of that, we observed a manifold increase in shelling along the entire contact line, which has led to injuries of dozens of citizens of the Donetsk People’s Republic, including the elderly, women and children. And today, July 11th, a civilian woman born in 1949 died as a result of a shrapnel injury in the heart, which was incompatible with life.
This is a violation of Part 2, Article 13 of Protocol Additional to the Geneva Conventions of 12 August 1949, and Relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II). Armed formations of Ukraine purposefully terrorize the population of Donbass by targeting civilian objects as a method of warfare.
It is difficult to find an Article in this document that has not yet been violated by the Ukrainian side. Such violations include attacks on civilians and facilities indispensable for their survival, as well as workers who are trying to repair the facilities, destruction of places of worship, sabotage and provocation, enforced disappearances, torture and other cruel, inhuman and degrading treatment and punishments, discriminatory decisions and socio-economic blockade.
I urge international human rights organizations to give appropriate legal assessment to the actions of the Ukrainian authorities, which are unacceptable in the civilized world and lead to a new round of escalation of violence.
