Unfortunately, at the today’s meeting of the Humanitarian Subgroup of the Contact Group on peaceful settlement in Donbass, Kiev was represented by a temporarily assigned delegate, who was ill-prepared for the meeting, and therefore could not provide the necessary information regarding the current situation of adoption of procedural decisions in relation to subjects of the exchange. For the same reason, it was impossible to discuss other issues on the agenda. In this regard, we are going to send a written request to the Ukrainian side regarding the termination of the criminal prosecution of the above-mentioned persons.

I would like to remind you that these are not just the numbers “102” and “50” – there are human lives behind each of them, who have already been given hope for an upcoming exchange soon. These are people who have families – children, spouses, parents – who also hope for a long-awaited reunification. Therefore, I urge you not to deceive their hopes and strictly follow the agreements that were reached earlier.

The Donetsk People’s Republic has almost completed the procedural clearance of the detainees. Therefore, I asked the Coordinator of the Humanitarian Subgroup, the OSCE Ambassador, Tony Frisch, to report at the Contact Group meeting that the Republic fulfils its obligations and is ready to conduct the exchange under the formula “all confirmed for all confirmed”.
