Representatives of Human rights Ombudsman in the Donetsk People’s Republic on September 11 attended a regular plenary meeting of the autumn session of the DPR People’s Council of the II convocation.

Thus, by unanimous decision of the parliamentarians, the draft law “On peasant (farm) economy” was adopted in two readings, which establishes the legal framework for entrepreneurial activity for the sale of agricultural products by an association of individuals related by kinship/property.

The draft law provides that the farm property belongs to its members on the basis of common ownership. Another distinctive feature of the specified economic entity is that its participants are personally involved in the production, processing, storage and subsequent sale of agricultural products.

The peculiarity is in the possibility of creating a peasant (farm) economy by one individual. At the same time, the implementation of its activities by a farm does not require the formation of a legal entity. The draft law will enter into force on 01.01.2021.

Nevertheless, taking into account the need to ensure food sovereignty of the Donetsk People’s Republic, in two readings, in general, the draft Law “On the Development of Agriculture” was adopted, securing the directions of the activities of authorized state bodies to support the agro-industrial sector of the economy of the Donetsk People’s Republic. This bill will enter into force after 60 days from the date of its publication on the official website of the People’s Council of the Donetsk People’s Republic.

In addition, in the course of legislative activity, the deputies of the People’s Council of the Donetsk People’s Republic approved amendments to Article 60 of the Law of the Donetsk People’s Republic “On Environmental Protection” and to the Law of the Donetsk People’s Republic “On Animal World” in terms of empowering the DPR Government with the authority to establish the Red Book of DPR.
