Representatives of Human Rights Ombudsman Office attend plenary session

As part of cooperation with state authorities to improve the current legislation in the field of human and civil rights and freedoms, on September 27, 2019, representatives of the Human Rights Ombudsman in the Donetsk People’s Republic attended a plenary meeting of the autumn session of the DPR People’s Council of the second convocation.

In order to strengthen public order and, at the same time, to ensure guarantees for the protection of the legal status of underage persons, parliamentarians after two readings adopted a draft law “On Amending the Criminal Code of the Donetsk People’s Republic”. Thus, article 111 of the DPR Criminal Code (inducement to suicide) will be supplemented by a corpus delicti containing aggravating circumstances and, accordingly, imposing greater criminal penalty. In addition, the Criminal Code of the Donetsk People’s Republic will provide for new types of crimes, such as Article 1111 (incitement to or assisting in committing suicide), Article 1112 (organization of activities related to inducing citizens to commit suicide), Article 1571 (involving a minor in committing acts posing a danger to their life).

Also, taking into account the need to harmonize the norms of the current legislation, MPs in two readings unanimously adopted the draft law “On Amending the Tax Law of the Donetsk People’s Republic”. Due to the changes, the norms of the Tax Law of 25.12.2015 No. 99–INS will be brought into line with the provisions of the following DPR laws: “On Personal Farm Household”, “On Farming”, “On markets and market activity”.

The above draft laws will come into force from the date of official publication on the website of the People’s Council of the Donetsk People’s Republic.
