We received the following question:
“I serve in the Armed Forces of the Donetsk People’s Republic (the People’s Police), and I have no registration of domicile on the territory of our Republic. Would it be possible for me to obtain a passport of a citizen of the DPR?”
Our response: According to the Resolution of the Council of Ministers of the Donetsk People’s Republic of February 12, 2016 No. 1-13 on the “Provisional Regulation on the passport of a citizen of the Donetsk People’s Republic”, servicemen of the Donetsk People’s Republic are natural persons and they have the right to obtain the passport of a citizen of the Donetsk People’s Republic.
Let’s consider basic categories of persons, which also include servicemen:
- Citizens of Ukraine, residing and being registered in other regions of Ukraine as of 7 April 2014, who moved to the Donetsk People’s Republic and consist in military service, civil service or serve in Security or Law enforcement agencies of the Donetsk People’s Republic.
To file an application to obtain the passport of a citizen of the Donetsk People’s Republic, a serviceman must:
- To obtain a certificate of service in the headquarters of his\her military unit;
- To obtain Appendix 7 to the “Procedure for Registration at the Place of Residence and at the Place of Stay of Natural Persons in the Donetsk People’s Republic” in the apartment-exploitation service;
- To file an application to Department of Citizenship and Immigration to receive address certificate.
It is worth noting that it is necessary to apply to the Migration Service of the Same district, to which ypur military unit belongs, to obtain a passport.
- Citizens of the Russian Federation (or any other state), stateless persons or people who cannot confirm citizenship of any state, who currently reside in the Donetsk People’s Republic and serve in the Armed Forces, in Security or Law enforcement Agencies, civil service in the Donetsk People’s Republic.
Apart from the above, to file a passport application, a serviceman, who has a citizenship of the Russian Federation (or any other state), stateless persons must address to the Tax Inspection of the Donetsk People’s Republic to obtain Individual Taxpayer Number.
In addition to those, to obtain a passport a citizen must prepare the following documents:
1) An application in the form prescribed by the Ministry of Internal Affairs of the Donetsk People’s Republic
2) Birth certificate
3) Two photographs (35*45 mm) in the form established by the Ministry of Internal Affairs of the Donetsk People’s Republic
4) A receipt proving the payment of the state fee for issuing a passport
5) Documents established by the order of issuing and obtaining a passport of a citizen of the Donetsk People’s Republic are to be provided additionally.
Please, note: following the verification procedure, issuing a passport of a citizen of the Donetsk People’s Republic is approved by the heads of the Migration Service.
