QUESTIONS AND ANSWERS: moving to the DPR and obtaining certificate of the temporary displaced person

We received the following question:

“A family of three people with a small child who had been living in Ukraine (Dnepropetrovsk), moved to the Crimea since the beginning of the military conflict. To date, it is impossible for me to return to Dnepropetrovsk, as long as my brother for the Armed Forces of the Donetsk People’s Republic. Is it possible for us to move to the Donetsk People’s Republic and to obtain the IDP status? Could we get temporary accommodation? What services should we contact?”

Our response: Yes, your family can come to the territory of the DPR and obtain the status of temporary displaced persons. Under paragraph 6, paragraph 2 of the Procedure of Register of temporary displaced persons on the territory of the Donetsk People’s Republic, approved by the Decree of the Head of the Donetsk People’s Republic of November 16, 2016 № 393, temporary displaced persons include family members of military personnel performing military service in the Interdistrict Departments of the DPR, DPR Ministry of Internal Affairs, DPR Ministry of State Security, DPR Ministry of Emergency Situations, who came from the areas of the Donetsk People’s Republic temporarily controlled by Ukraine, as well as from other states.

In your case, given the lack of registration of residence in the territory of the Donetsk People’s Republic, you can contact the Office of the Human Rights Ombudsman in the NDP at the following address: Room 540, 34, Pushkin Blvd., Donetsk, where you will be consulted and sent to one of the Temporary Accommodation Centres.

Please note, one person is provided with a bed, not a room. In terms of territory, people will be accommodated at those TACs where there are vacant places.

I would like to note that more than 5 thousand people have been accommodated by the Ombudsman’s Office since the beginning of the military conflict. Among them:

  •  in 2014 – 1,236 persons were provided with temporary accommodation;
  • in 2015 – 2919 persons;
  • in 2016 – 739 persons;
  • in 2017 – 201 persons.

For the time being, 67 TACs were established in the Donetsk People’s Republic. Among them:

  • 56 – operate;
  • 11 – held in reserve.

12 TACs operate in Donetsk, Zugres, Makeyevka, Khartsysk under the auspices of the Ombudsman’s Office.

After being accommodated you must obtain a certificate of temporary displaced person. We will discuss this in more detail in our next edition.
