On amendments to Decree of DPR Head “On introduction of high-alert regime”

It should be noted that the amendments by the Decree of the Head of the Donetsk People’s Republic of 31.01.2022 No. 12 to the Decree of the Head of the DPR of 14.03.2020 No. 57 “On the introduction of high alert regime” will come into force on February 10.

According to the current edition of the Decree No. 57 of 10.01.2022, on the territory of the Donetsk People’s Republic, until further notice, a ban has been established on the holding of leisure, entertainment, cultural, physical culture, sports, exhibition, educational, advertising, public and such events with presence of citizens.

In addition, it is prohibited to hold sports competition and mass events with the participation of children – if there is an appropriate conclusion of body exercising state sanitary and epidemiological supervision.

The specified ban does not apply to attendance of cinemas, theatres, museums, libraries, concert organizations, cultural centres, club institutions, services are provided, training sessions are held, leisure activities in entertainment and shopping and entertainment centres, as well as attendance of restaurants, cafes, canteens, bars, snack bars and other catering establishments – if visitors have one of medical documents (on paper):

– about preventive vaccinations against COVID-19 (valid for 6 months from the date of vaccination);

– about the disease caused by COVID-19 (for persons who had coronavirus no more than 6 months).

In addition, the above prohibition does not apply to:

– engaging in physical culture and sports, including in the open air (including individual and group training sessions) without attracting spectators;

– leisure activities in parks of culture and rest, on the rides;

– holding of fairs.

Thus, it is necessary to ensure compliance with sanitary and anti-epidemic standards and rules to prevent the spread of a new coronavirus infection (COVID-19) at these facilities.

Also, there is still a ban on smoking hookahs in restaurants, bars, cafes and other public places.

It should be noted that the heads of public bodies, local administrations, enterprises, organizations of all forms of ownership, individual entrepreneurs have to ensure the immunization against COVID-19 by February 20, 2022 for disease-control purposes of no less than 90% of employees including those vaccinated, as well as those had COVID-19 no more than 6 months ago (with the exception of persons with medical contradictions).
