Ombudsman representatives attend plenary session of the DPR People’s Council

As part of cooperation with state authorities to improve the current legislation in the field of human and civil rights and freedoms, on December 6, representatives of the Human Rights Ombudsman in the Donetsk People’s Republic attended a plenary meeting of the autumn session of the People’s Council of the Donetsk People’s Republic of the 2nd convocation.

The MPs in two readings adopted the draft law “On Amending the Law of the DPR “On Citizens’ Appeals ”, which changed the requirements for filing appeals with the prosecution bodies of the Donetsk People’s Republic, the Ministry of Internal Affairs of the DPR, the Ministry of Justice of the DPR, the Ministry State Security and the State Penitentiary Service of the Ministry of Justice of the DPR.

Thus, until January 1, 2022, the above agencies will only consider written appeals. Electronic appeals will not be accepted for consideration. Accordingly, it will not be possible anymore to file electronic appeals (complaints).

In addition, the deputies in two readings approved the draft Law “On Amendments to Article 260 of the Criminal Code of the Donetsk People’s Republic.” Previously there was a punishment for illegal movement of strategically important goods and resources or cultural property across the state border of the Donetsk People’s Republic in large quantities. A large quantity implied the cost of the mentioned goods and resources of more than one million rubles. According to the changes, for certain types of goods and resources, their value in excess of one hundred thousand rubles will be considered a large quantity. The list of certain goods and resources will be determined by the Government of the DPR.

Also, the draft law “On Amending Article 27 of the Law of the Donetsk People’s Republic “On the Public Chamber of the Donetsk People’s Republic”, which enshrines the rules expanding the list of incentives available in the original version of the Law applicable to citizens and their public associations, organizations, public authorities, officials, local authorities involved in the strengthening and developing of civil society in the Donetsk People’s Republic.

The above draft laws shall come into force from the date of official publication on the website of the People’s Council of the Donetsk People’s Republic.
