On March 25, 2022, the People’s Council of the Donetsk People’s Republic adopted the Law of the Donetsk People’s Republic No. 357-IINS “On Certain Issues of Public Administration in Connection with the Liberation of Settlements of the Donetsk People’s Republic which were Temporarily Under the Control of Ukraine and in Wartime Conditions.”
The normative legal act establishes that the settlements of the Donetsk People’s Republic are considered liberated from the day the Armed Forces of the Donetsk People’s Republic establish control over them and issue by the Head of the Donetsk People’s Republic a decree on the establishment of a local administration or on the inclusion of a settlement in the zone of responsibility of the corresponding local administration.
In order to ensure the functioning of state bodies, local administrations, organizations in wartime conditions, the Law defines a transitional period from February 19, 2022 to January 1, 2023.
During the transitional period, the Head of the Donetsk People’s Republic is empowered to issue decrees that have the force of law and are valid during the transitional period.
It should be noted that this Law applies to legal relations that arose from February 19, 2022.
Also, the normative legal act introduced appropriate changes to the current legislation of the Donetsk People’s Republic.
