One of the most common questions on my hotlines concerns lump-sum compensation for harm to life and health caused as a result of the AFU aggression to civilians.

Who is eligible for compensation? What is compensation amount? Where to apply? What documents are necessary to take with you? For the convenience of citizens, we answer these questions in the heading “Legal education”.

WHERE TO APPLY

COMMISSION FOR ASSISTANCE TO VICTIMS AFFECTED BY HOSTILITIES

LIST OF DOCUMENTS FOR INJURED CIVILIANS (CONTUSION, MUTILATION)

  • Passport or other identity document.
  • Registration number of the taxpayer’s registration card (identification number or certificate of assignment of an identification number) or a page of the passport with a note on the refusal to accept the registration number of the taxpayer’s registration card.
  • An act of a forensic investigation (examination) or a conclusion of examination (expert).
  • Decree of the investigator of the DPR prosecutor’s office (or the Investigative Committee of the Russian Federation) on recognition as a victim.

!!! It is necessary to have originals and copies with you.

LIST OF DOCUMENTS FOR THE FAMILIES OF DEAD CIVILIANS

  • Passport or other identity document (for all family members applying for lump-sum compensation).
  • Registration number of the taxpayer’s registration card (identification number or certificate of assignment of an identification number) or passport page with a note on refusal to accept the taxpayer registration number (for all family members).
  • Death certificate of the deceased (dead).
  • Marriage or divorce certificate / court decision on divorce issued after July 27, 2010 (for husband, wife).
  • Birth certificate (for children).
  • Documents confirming family relations (when changing the surname).
  • Decree of the investigator of the DPR prosecutor’s office (or the Investigative Committee of the Russian Federation) on recognition as a victim.
  • Written information of the educational institution where the child is studying full-time, or an extract from the examination certificate of the medical and social expert commission, indicating the reason for the disability “disabled since childhood” (for children over 18 years old).

AMOUNT OF COMPENSATION

(as of 01.01.2023)

  • 100,000 rubbles – for those who received injuries of mild severity, contusions or mutilations (due to the fact that Law No. 15-5 does not provide the payment of a lump sum compensation for bodily injuries of medium severity for the Armed Forces, until the relevant changes are made to the legislation of the DPR, payment for bodily injuries of medium severity set in the size provided for mild severity).
  • 500,000 rubbles – for persons from among the civilian population who received severe wounds, contusions or injuries.
  • 500,000 rubbles – for the families of the deceased (dead).

Compensation is paid through the branches of the State Unitary Enterprise of the DPR “Post of Donbass” or to card accounts of recipients opened with a credit institution operating in the territory of the DPR.

FAMILY MEMBERS ELIGIBLE TO RECEIVE COMPENSATION IN CASE OF THE DEATH OF A CIVIL

  • Spouse (husband) – who was on the day of death in a registered marriage with the deceased (dead).
  • Parents – including adoptive parents.
  • Children – including those born within ten months after death, as well as those adopted who have not reached the age of 18, or older than this age, if they became disabled before they reached the age of 18, as well as children studying in educational institutions full-time education, until graduation, but not more than until they reach the age of 23 years.
