I had a hope that the Ukrainian side would fulfill its obligations regarding the return of documents certifying the identity of our prisoners who were exchanged earlier. The authorized representatives of Ukraine previously gave us a promise that they would hand over the documents of our men to us at the following meeting of the humanitarian subgroup, but they did not keep it.

Experts invited by the Ukrainian side informed us that there are 71 people under investigation from the list of 128 persons previously provided by the Republic, which includes people who weren’t given their documents back after being released from prison, including identity papers. Consequently, they cannot remove the documents from the case files and pass on to our men. Moreover, experts invited by Ukrainian representatives said that they would return these documents only to the former prisoners, personally. It looks like they make fun of us.

We also planned to discuss the issue of underage saboteurs, but Tony Frish said that this would be included in the agenda of the next meeting of the humanitarian subgroup. I note that the question of the return of our children who were transferred from the DPR to the territory under the control of the Ukrainian forces remains unresolved.

Our side has repeatedly expressed its readiness to fulfill its obligations to implement points five and six of the Package of Measures for the Implementation of the Minsk Agreements. At the last meeting in Minsk, the Ukrainian side asked us to make a proposal for the exchange of prisoners through the “all for all” formula in a formal letter. We did it in 15 minutes. In this way, we expect the exchange of confirmed persons from both sides that is under the formula “618 by 47”. There are currently 42 people wanted by Ukraine in the territory of the DPR and 5 in the LPR. Judging by the statements of some Ukrainian representatives in the humanitarian subgroup, one can conclude that the Ukrainian side is ready to fulfill its obligations. Now we are waiting for an official confirmation of the exchange from authorized representatives of Kiev for a peaceful settlement in Donbass. I note that we have not received any response yet.
