On behalf of the people of the Donetsk People’s Republic, I would like to express my gratitude to the President and to the brotherly people of the Russian Federation for their support and protection of fundamental rights of Donbass citizens.
Unfortunately, the international legal personality of our Republic is limited. We can only ensure the interests of our citizens within the State’s territory. This document is based on non-discrimination of Donbass citizens.
The Presidential Decree regarding the recognition of documents is a one more proof that the rule of law, human rights and freedoms are the principal values for the state, and protection of these rights is its overriding goal and priority. The Decree is the embodiment of true democracy, implementation of international humanitarian law and the example of respect and concern for Donbass citizens, protection of their rights and freedoms.
