The Humanitarian program on reunification of Donbass people was introduced in the Minsk negotiations. The document has been approved by the OSCE representative Mr. Frisch.

Securing environmental safety in Donbass aimed at reducing or preventing adverse affect on the environment is one of the main objectives of this program. Its provisions provide for the establishment of a joint inspection involving the staffs of the Ministry of Emergency Situations, non-governmental and international organizations that will ensure security of the factories operating in Donbass.

Being the DPR Ombudsman I speak in defense of the right of people who live in the region to environment of a quality that permits a life of dignity and well-being.

I would like to remind that there are norms of the International humanitarian law that incorporate protection of environment from extensive, durable and severe damage as a result of hostilities. I want to underline that civilian objects are not to be subjected to hostilities as stipulated in the Protocol Additional to the Geneva Conventions.
