Pets create a special atmosphere in our homes, bring positive emotions, defuse emotional tensions and help to overcome feel lonely. However, it is necessary to recall owners of pets about basic requirements on the maintenance of pet animals.

According to Article 9 of Law of Ukraine “On protecting pet animals from violated treatment” as amended acting on the territory of DPR, a person who maintains a pet has the following duties:

  • to ensure a pet with all necessary conditions, appropriated features;
  • to observe sanitary-hygienic norms of exploitation of a dwelling, where a pet is keeping.

Persons that keeping pets have the right to go with them outside places of permanent maintenance. Persons aged 14 and above can accompany a pet. Furthermore, such person has to ensure: security of other people and animals, and also property from causing damage by accompanied animal; security of accompanied animal; security of road movement while undergoing near transport routes or through direct controlling the behaviour. Pets are not permitted to leave unattended while accompanying.

In accordance with Article 32 of the Law, internal affairs agencies supervise the observance of an order of pet-walking (dog-walking) in public places and take appropriate measures in case of violence of the legislation on the order of treatment and maintenance pet animals.

Article 154 of the Code of Ukraine on administrative offences (as amended on the territory of the Donetsk People’s Republic) provides for the liability for the violation of rules of the maintenance dogs and cats.

Thus, keeping dogs and cats in places, where it is prohibited by appropriate rules, or more than set quantity, or unregistered dogs, or dog-walking without leashes or muzzles (except for dogs, with registration certificates where there is a special mark) or on inappropriate places for it can lead to a warning or an imposition of a fine on civilians from one to three of non-taxable minimums of citizens’ incomes or a warning or an imposition of a fine on officials – from three to five of non-taxable minimums of citizens’ incomes.

Those actions, which caused damages to health of people or their properties, and also repeat within one year of violation from among provided for in Clause 1 of this Article can lead to an imposition of a fine on civilians from three to five of non-taxable minimums of citizens’ incomes with confiscation of pets and on officials – from four to seven of non-taxable minimums of citizens’ incomes.
