The Ombudsman has received many complaints on unsanitary conditions and the absence of public facilities (public toilets) at some bus stations of the Republic.
In accordance with the current legislation, one of the mandatory services that must be provided by bus stations and dispatching stations to passengers is access to public toilets.
In an effort to comply with the provisions of the DPR Law on Automobile Transport, as well as the DPR Law on Ensuring the Sanitary and Epidemiological Welfare of the Population bus stations and dispatching stations.
The Ombudsman engaged the State Corporation for the Development and Implementation of Modern Technologies “Donetskie tekhnologii” (Donetsk Technologies), the Ministry of Health of the Donetsk People’s Republic, and administrations of cities and regions to address this problem.
According to the information provided, a corresponding plan has been drawn up for the extensive repairs and refurbishment of some public places at bus stations. Active work is being conducted in this direction.
The Human Rights Ombudsman calls upon the competent public authorities, enterprises and institutions to pay special attention to this situation and, in order to realize the rights of citizens as provided by law, to take the necessary measures to eliminate the existing violations.
