Final discussion of draft law On Displaced Persons prepared by Ombudsman Office

The Human Rights Ombudsman in the Donetsk People’s Republic exercised the right to appeal to the subjects of legislative initiative. In November and December 2018, Daria Morozova submitted the draft law On Displaced Persons to the Head of the Donetsk People’s Republic and to the People’s Council of the Donetsk People’s Republic. The specified draft law determined the status of displaced persons, established economic, social and legal guarantees for the protection of their rights and freedoms in the territory of the Donetsk People’s Republic.

As a platform for discussion of the draft law On displaced persons, a special Working Group has been created under the Interim Commission of the DPR People’s Council on Activity Control and Coordination in the areas most affected by the armed aggression of Ukraine. The Group members are deputies and representatives of the Human Rights Ombudsman Office and other concerned ministries and public authorities.

The work in this direction has been continuing for several months.

On 6 March, the final meeting of the Working Group took place. The attendees were engaged in a fruitful discussion of the draft law introduced by the Ombudsman.

The final text of the draft law On displaced persons is going to be submitted to the DPR People’s Council.
