The executive staff of DPR Ombudsman Office together with representatives of State Penitentiary Service of the DPR Ministry of Justice carried out inspection of the conditions of detention of persons serving sentences in Snezhnoe correctional colony. They also paid special attention to observance of convicts’ rights by the administration of the facility. At the time of the visit, 163 convicts have been serving their sentences in the facility. Its capacity is 350 persons.
As part of the inspection, human rights defenders met the executives of the correctional colony and discussed prisoners’ living conditions, cultural and disciplinary issues, as well as medical treatment, education and employment of prisoners in conditions of the correctional facility.
Also, staff of DPR Ombudsman Office conducted a personal reception for the convicts. There were questions about parole, the procedure of applying to state bodies and authorities, diagnosis and provision of specialised medical assistance, the procedure of communication with a child, who was placed under guardianship, as well as deprivation of parental rights. The prisoners were given legal advice and clarification of the norms of the current legislation.
As regards issues demanding further consideration, written appeals were accepted for further review by the DPR Ombudsman within her competence.
As a result of the inspection, representatives of DPR Ombudsman gave a positive assessment of detention conditions in the Snezhnoe correctional colony, as well as the observance of convicts’ rights by the administration of the facility.
