Plenipotentiaries of the DPR to Minsk negotiations are ready to sign the Declaration Condemning all Forms of Torture, iIl-treatment, Sexual Violence and Threats of Violence Against Persons Detained in Connection with the Conflict, which has been proposed by OSCE Coordinator in the Humanitarian Subgroup Tony Frisch. The Ukrainian side, however, blocks signing of this document. As reported by a correspondent of the official website of the Donetsk People’s Republic, the Human Rights Ombudsman Daria Morozova made this statement today, on April 5th.

“The Donetsk People’s Republic is fully open to all international organizations and the international community. We are ready to carry out the exchange of POWs based on the formula “all confirmed for all confirmed” in the shortest possible time, and we call on the Ukrainian side to do so. The Donetsk People’s Republic is also ready to sign the declaration proposed by Mr. Frisch from the very first day. But, unfortunately, this issue is completely blocked by the Ukrainian side, which refuses to sign such a declaration. In my opinion, this demonstrates the true attitude towards persons detained in the Ukrainian territory,” Daria Morozova noted.
