DPR Ombudsman hosts meeting with ICRC

Today, 12 September, a meeting of Daria Morozova and Head of ICRC delegation in Ukraine Alain Aeschlimann and Deputy Head of ICRC Donetsk Office Arnaud Meffre took place at the DPR Ombudsman Office.

At the beginning of the meeting, ICRC representatives extended their condolences to the DPR Ombudsman on the tragic passing of the DPR Head Alexander Zakharchenko.

At the meeting, the results of the last session of the Humanitarian Subgroup in Minsk were discussed. The Ombudsman highlighted that the destructive position of the Ukrainian side hinders the second stage of the exchange. Daria Morozova noted that 9 months after the latest exchange, the criminal cases against released persons have not been closed. Ukraine has not provided the documents confirming that. Daria Morozova believes that Kiev representatives have broken the accords reached and have failed to fulfil the obligations undertaken.

Also, the “roadmap” on the return of documents to persons transferred to the Republic as a result of the exchange was discussed. Daria Morozova said that the refusal to return the documents is a violation of the constitutional human rights.

As regards the transfer of persons convicted before the conflict to the territory of Ukraine, the Ombudsman claimed that the Republic has long been prepared for this, but the Ukrainian side is not willing to make contact.

At the end of the meeting, the DPR Ombudsman and ICRC representatives expressed mutual respect. Daria Morozova presented a Certificate of Honour to Alain Aeschlimann and representatives of the ICRC Donetsk Office as a sign of appreciation for their work in the field of providing humanitarian assistance for residents of the Donetsk People’s Republic.
