DPR offer Kiev to adopt law against prosecution of its supporters

Human Rights Ombudsman in the Donetsk People’s Republic Daria Morozova suggested to Ukrainian delegates in Humanitarian Subgroup in Minsk that Kiev adopts a law against prosecution for DPR supporters as was the case with Euromaidan activists.

Earlier, Ms Morozova repeatedly stated that Kiev representatives see obstacles in ceasing the criminal prosecution of DPR supporters. She believes that this is one of the reasons for the delay in the process of exchange of prisoners.

“The Ukrainian side is currently looking for ways of procedural “clearance”. Recalling the law preventing prosecution of Maidan participants, I suggested that the Ukrainian side make a similar law on three pages and prescribe the same for people who participated in the transfer and exchange according to the Minsk agreements, which would work both for the group of people who will be exchanged and for those who were released on December 27 (2017 – Ed.). And then the Ukrainian side will actually fulfil all its obligations as regards exchanges,” Morozova told reporters.

The latest exchange of prisoners between Kiev and Donbass took place at the end of December 2017. The parties to the conflict stated that the process of release of detainees would continue.

In April 2014, the Ukrainian authorities launched a military operation against the LPR and the DPR, which declared independence after the coup d’état in Ukraine in February 2014.
