The refusal to provide amnesty for Donbass militiamen contradicts the Minsk agreements, the Ombudsman of the Donetsk People’s Republic Daria Morozova told reporters.
Earlier, the head of the party of the President of Ukraine called “Sluga naroda” (Servant of the People) Dmitry Razumkov, said that there could be no talk of amnesty for militias in Donbass.
“Amnesty is one of the requirements of the Minsk agreements. When signing the Minsk agreements, the Ukrainian side undertook certain obligations and gave certain guarantees, therefore these statements contradict the Package of Measures and are contrary to moral principles,” Morozova said.
She also noted that she there were no such statements at the meetings of the Humanitarian Subgroup at Minsk talks on peaceful settlement in Donbass. “We often hear that Zelensky wants to hold an exchange. However, despite the elections to the Verkhovna Rada have been held, the exchange hasn’t transpired so far. This does not suit us at all (lack of amnesty for the militia – Ed.). Nevertheless, there were no such statements from the negotiators in the Humanitarian Subgroup,” she said.
In April 2014, the Ukrainian authorities launched a military operation against the LPR and the DPR, which declared independence after the coup d’état in Ukraine in February 2014. According to the latest UN data, about 13 thousand people became victims of the conflict. The issue of resolving the conflict in Donbass is under discussion, including at the meetings of the Contact Group in Minsk, which, since September 2014, has already adopted three documents regulating steps to de-escalate the conflict. However, even after armistice agreements between the parties to the conflict, exchanges of fire continue.
