Briefings and press conferences Comments and statements of the Ombudsman Detention News

The former commander of the air defence unit of the DPR militia Vladimir Tsemakh was abducted in Snezhnoe on June 27 around 11:00. This was announced today at a press conference in DAN by his daughter Maria Tsemakh.

“My father stopped answering phone calls on June 27 at 9:20. When my mother came home after work, she found signs of a struggle: broken glasses, traces of blood. In addition, the car was parked in the wrong place. We were worried. We could never imagine such an outcome. We phoned the hospitals, the police, but he wasn’t registered or reported anywhere,” Tsemakh said.

According to her, the next day, June 28, Snezhnoe Mining College received an email from lawyer Roman Kontarev, who protects her father under the free legal aid programme. He said that Vladimir Tsemakh was detained by security officers of Ukraine on June 27 around 11:00. In addition, the lawyer showed a photo of Tsemakh with a visible injury of the left side of the forehead and traces of two injections on his left forearm.

On Saturday, June 29, Kontarev reported that Tsemakh was accused under Part 1 of Art. 258-3 of the Criminal Code of Ukraine (“Creating a terrorist group or a terrorist organization”). The Court ordered the arrest for 60 days.

“The special services of Ukraine also believe that my father was involved in the crash of the Malaysian Boeing in 2014.” But at that time he was not in charge of the air defence, he took office in October 23. On that day (July 17, 2014 – the day the Malaysian Boeing crashed – DAN Ed.) he was not present at any operating site. And now he gives physical education classes at a technical school,” Ms Tsemakh emphasized.

In turn, the Human Rights Ombudsman in the DPR Daria Morozova, who attended the press conference, appealed to the relatives of citizens detained by the Ukrainian side to promptly report on such incidents. “This would facilitate the rapid identification of the place of detention of detainees, the implementation of the Package of Measures aimed at ensuring the observance of their rights, as well as the speedy return of your loved ones to the territory of the DPR,” the Ombudsman stressed.

Earlier today it was reported that the issue of the abduction by the Ukrainian security service of the former commander of an air defence unit of the DPR militia in Snezhnoe Vladimir Tsemakh will be raised at the Minsk talks.
