Kiev again backslides from fulfilling the Minsk agreements not only in ceasefire matters and silence regime, but also in the issues of amnesty and exchange of prisoners.

Detention conditions in the Donetsk People’s Republic are in line with the Geneva Convention, which is confirmed by monitors from various international organizations, but the Ukrainian side avoids carrying out its obligations.

Earlier, the Donetsk People’s Republic and the Lugansk People’s Republic repeatedly reaffirmed their commitment to the Package of Measures for the Implementation of the Minsk Agreements of February 12, 2015, which, inter alia, provides for amnesty and exchange of prisoners through the “all for all” formula. Kiev, however, always does free interpretation of Minsk-2 and backslides from fulfillment of its obligations in these matters.
