Daria Morozova participates in meeting of Interim Commission of People’s Council

Today, on 12 December, the Human Rights Ombudsman in the Donetsk People’s Republic Daria Morozova took part in a meeting of the Interim Commission of the DPR People’s Council on Activity Control and Coordination in the areas most affected by the armed aggression of Ukraine. The meeting was also attended by representatives of the People’s Council, of the Ministry of Labour and Social Policy, representatives of the City Administration of Donetsk and of the Kalininsky district Administration as well as by affected citizens.

At the meeting, issues of assistance to affected persons and their residence in Temporary Accommodation Centres/Long-term Accommodation Centres in the Donetsk People’s Republic, as well as all possible ways to improve their living conditions were discussed.   The main focus, however, was placed on housing for affected citizens.

Daria Morozova reported on the work done, namely the creation and updating a register of citizens who suffered from injuries or material damage as a result of hostilities, as well as people persecuted by other states for supporting the Donetsk People’s Republic.

DPR Ombudsman told about problems related to the creation and operation of Temporary Accommodation Centres/Long-term Accommodation Centres in the Donetsk People’s Republic.  In view to resolving the problem, the Ombudsman has elaborated bill “On internally displaced persons” and submitted it to the DPR Head. The document determines the status of internally displaced persons, the establishment of economic, social and legal guarantees for the protection of their rights and legitimate interests in the Donetsk People’s Republic. Also, a letter suggesting to conduct an inventory of housing facilities to prepare a draft Housing for Affected Citizens Programme.

As a result of the meeting, members of the Interim Commission decided to continue to create a legal framework regulating the status of affected citizens.
