The exchange of prisoners, the Declaration Against Torture, missing persons and reconstruction of a bridge in Stanitsa Luganskaya will be main issues of the agenda at the next meeting of the Contact Group on Donbass in Minsk scheduled for 19 September.

“There are following issues on the agenda: the exchange of “all confirmed for all confirmed”, signing of the Declaration Against Torture and Sexual Violence, and missing persons. Also, the issue of reconstruction of a bridge in Stanitsa Luganskaya will be under discussion,” said DPR Ombudsman Daria Morozova.

She stressed that the DPR is absolutely ready to perform the prisoner exchange, although everything depends on the political will of the Ukrainian side.

“It has been about nine months since we last received responses or requests from the Ukrainian side. I cannot say that the meeting will bring us further to the second stage of the exchange. The negotiations will take place the day after tomorrow, and we haven’t received any lists, we have nothing to work with,” Daria Morozova added.

She demands that the Ukrainian side officially provide the list of prisoners for the exchange and that this issue is addressed at the meeting of the “Normandy four”.

“I sent a letter to Mr. Frisch (Coordinator of the OSCE Special Monitoring Mission Tony Frisch – IF), which said that I demand the Ukrainian side to provide the list at the negotiations (of 19 September), so that the statements it had made would be reinforced by documents. To be honest, I doubt that they will do so. I am sure that we will not receive this information. But I hope that this will be a matter of discussion at the CG meeting and then raised by the “Normandy four,” underlined Daria Morozova.

The next meeting of the Contact Group and the four subgroups in Minsk is scheduled for 19 September.
