Once again, I want to remind that we are fully committed to the implementation of the Minsk Agreements, and the Donetsk People’s Republic has long been ready for the exchange of “all confirmed for all confirmed”.
I insist on a speedy exchange, there are no obstacles to perform it. But, as recent experience shows, plenipotentiary representatives of the Ukrainian side either are absent at the meetings of the humanitarian subgroup in Minsk or come up with various excuses.
I call upon the leaders of the Normandy format to influence the government of Ukraine. People on both sides of the Contact line must be released. The exchange will be an important step in the implementation of the Package of Measures for the Implementation of the Minsk Agreements.
