Convicts transferred to Ukraine to continue serving their sentences

On 13 December, 13 pre-conflict detainees who expressed a desire to continue serving their sentences in Ukraine and their criminal files were transferred to the territory of Ukraine.

The transfer was conducted by the State Penitentiary Service of the DPR Ministry of Justice with the participation of the DPR Human Rights Ombudsman and was facilitated by the Joint Centre for Control and Coordination pursuant to the Decree of the DPR Head No. 424 of 12.11.2015 “On the transfer of convicted prisoners, who are under custody in penitentiary institutions of the Donetsk People’s Republic, and criminal files, kept in the courts and investigative bodies of the Donetsk People’s Republic, to Ukraine”.

According to DPR Human Rights Ombudsman Daria Morozova, 199 pre-conflict detainees have been transferred unilaterally to the territory of Ukraine since 2016 as a gesture of good will. “The transfer of convicts took place without incident,” she said.
