Comment of the DPR Ombudsman on systematic non-compliance with ECHR decisions by Ukraine

The European Court of Human Rights in Strasbourg removed from the register and handed over twelve thousand one hundred and forty-three statements against Ukraine to the Committee of Ministers of the Council of Europe. All these complaints concerned the failure to implement the decisions of the national courts of Ukraine. This is one more proof that Kiev does not implement the ECHR decisions, as confirmed by the Ukrainian Ombudsman.

I want to remind you that it has been 20 years since Ukraine ratified the European Convention on Human Rights, when the state undertook to fulfill decisions of the European Court of Human Rights. Ignoring ECHR recommendations, Ukraine once again demonstrated the lack of political will to protect human rights.

However, failure to comply with the ECHR decisions was not an obstacle for Ukraine to become a member of the UN Human Rights Council with a mandate for the next three years. I am extremely concerned about the fact that 177 member-states of the Organization supported the country that violates the rights of its citizens.

Almost 3 years have passed since Ukraine signed the Package of Measures for the Implementation of the Minsk Agreements, but it has not moved forward. It follows that the government of Ukraine neglects its international obligations. Thus, Kiev not only shows disrespect to its citizens, but has long been discrediting itself in the eyes of the world community.
