On April 12, at the meeting in Minsk, members of the humanitarian subgroup agreed on a verification mechanism. “It was decided that relatives of the convicted persons together with representatives of the Security Service of Ukraine and with the participation of the Office of the Human Rights Ombudsman in Ukraine, V. Lutkovskaya, will conduct verification. The Ukrainian side undertook to provide relatives of persons in custody with access documents necessary for crossing the delimitation line. In addition, the Security Service of Ukraine and representatives of the Ukrainian side in the Contact Group undertook to guarantee the safety of participants of the verification procedure. Special attention was devoted to the subject of returning documents to former prisoners of war. Contrary to the Minsk agreements, criminal proceedings of some persons previously released through the exchange are still open in Ukraine. We came to the conclusion that it is necessary to involve the United Nations and Fiona Fraser’s Office to the issue of documenting persons who are to be exchanged”, – said Daria Morozova.
