I have to state that during the month off in the negotiating process, the Ukrainian side has taken no actions that could contribute to the start of a constructive discussion of the participants of the Minsk Humanitarian group.

In particular, representatives of Kiev have not made any progress on the issue of procedural “cleaning” of persons transferred to the Donbass Republics in the course of the exchanges in 2019-2020. Also, there is still no answer to the question of when president Zelensky will finally sign a decree to pardon 13 citizens from this list. I’d like to remind you that Ukraine hasn’t fulfilled these obligations for about two years, thereby blocking the discussion of a new round of mutual release of detainees.

Thus, the negotiation position of Ukraine remains unchanged an aims to block the work of the group.
