Today’s negotiations in the Humanitarian Group have been blocked due to the absence of Ukrainian plenipotentiaries. Moreover, the authority of delegates who represented Ukraine has not been duly confirmed as the Ukrainian side failed to provide the corresponding note prior to the meeting. The coordinator of the Subgroup Tony Frisch had to suspend the meeting because of this.
Also, Kiev representatives again failed to provide their official position on key issues of the agenda, including the “all-for-all” exchange. It is not entirely clear what principle they follow when placing detainees into categories. As regards other issues on the agenda, the Ukrainian side refused to discuss them.
On a positive note, the Ukrainian representatives confirmed that it is possible to transfer Yulia Prosolova to other penitentiary institution provided that she makes a request. At the moment, Yulia is in custody of the correctional facility in Western Ukraine.
