As a result of the meeting, all parties agreed to revert to the roadmap on missing persons proposed by the International Committee of the Red Cross. At the next meeting, this issue is to be considered in more detail, which would enable joint constructive work and promote the solution of a number of problems faced by relatives of the missing persons on either side of the contact line.
We haven’t seen, unfortunately, any positive dynamics as regards issues of respect to detainees’ rights. Contrary to the agreement reached beforehand, the Coordinator of the Humanitarian Working Group, OSCE Ambassador Tony Frisch was again denied access to Yulia Prosolova and a number of other detainees held in penitentiary institutions in Ukraine from the list provided by the Donetsk People’s Republic.
Representatives of the Ukrainian side continue to obstruct the work of the Humanitarian Subgroup, taking the liberty to freely interpret the Minsk memorandum. I want to assure that such a strategy will not be successful, since the Donetsk People’s Republic will continue to closely follow the letter of the Package of Measures for the implementation of the Minsk Agreements. And the sooner the Ukrainian side realizes this, the better results in resolving humanitarian issues we will achieve in the Subgroup.
