Clarification from Ombudsman on schedule of reception of citizens aged 14-18 for issuing DPR passport

The Ombudsman has received numerous requests on providing assistance in issuing passports of the Donetsk People’s Republic for children aged 14-16.

According to paragraph 2.1 of the Decree of the Head of the Donetsk People’s Republic No. 03 dated 22 March 2019 “On Approval of Passport Regulations in the Donetsk People’s Republic”, the Ministry of Internal Affairs of the Donetsk People’s Republic was tasked to ensure the issuance of a passport of a citizen of the Donetsk People’s Republic to citizens aged 14-16 as a matter of priority.

The state enterprise “Pochta Donbassa” in conjunction with the Migration Service of the Ministry of Internal Affairs of the DPR provide appointment cards to the Migration Service through a queue management system. However, the applicants noted that the system does not secure the right of minors to priority in obtaining a passport of a DPR citizen.

 In order to address this issue, the Ombudsman requested that the Migration Service of the Ministry of Internal Affairs of the DPR establish a separate queue for this category of citizens.

Based on the information provided, please be informed that persons aged 14-18 years old do not have to use the queue management system. They may approach the territorial offices of the Migration Service of the Ministry of Internal Affairs of the DPR on Saturdays on a first-come-first-served basis from 9 a.m. to 5 p.m., a break from 1 p.m. to 2 p.m.
