Characteristics of adoption of address certificate as document establishing one’s identity

The Human Rights Ombudsman in the DPR informs on the characteristics of identification of individuals in the territory of the Republic, which were established by the Decree of the Head of the DPR №152 of 19.05.2020.

The Decree of the Head of the DPR “On the characteristics of the identification of individuals in the territory of the Donetsk People’s Republic” establishes the further legal basis of the adoption in the territory of the DPR the address certificate with the validity until 6 months, issued by the district units of the Migration Service of the Ministry of the Interior of the Donetsk People’s Republic for the identification of an individual:

  • the absence of an identity document in connection with its loss or stealing;
  • the invalidity of and identity document.

Thus, with appropriate the abovementioned circumstances, the district units of the Migration Service of the DPR MI (“passport office”) will adopt the address certificate with the validity until 6 months as a document establishing one’s identity. However, from 31 July 2020 the address certificate as a document establishing one’s identity will be adopted with appropriate further notes in the box of the “Notation”:

  • on the adoption of documents for the issuance of a passport of a citizen of the DPR;
  • on the absence of the right on the documenting a passport of a citizen of the DPR.

This Decree of the Head of the DPR entered into force and is valid until 31 March 2021.
