Prisoner exchange is impossible without Amnesty law – Ombudsman Daria Morozova

The Human Rights Ombudsman in the DPR, Daria Morozova, in an interview to a correspondent of the official website of the DPR, spoke about sabotage by Ukraine of the implementation of paragraphs 5 and 6 of the Minsk agreements.

“paragraph 6 can only be implemented if paragraph 5 is observed – “Providing pardon and amnesty by enacting a law prohibiting the prosecution and punishment of persons in connection with events that took place in certain areas of Donetsk and Lugansk regions of Ukraine.” We made those exchanges in order to demonstrate that we are fully prepared for all conditions to return our guys,” said the Ombudsman.

According to the Human Rights Ombudsman in the DPR, work on the exchange of prisoners is not carried out properly. “I’ve submitted a large list for 964 people for the Ukrainian side to respond. A month and a half ago, the Ukrainian side showed the whereabouts of 354 people, today – 602 people,” said Daria Morozova.

According to the Ombudsman, the increase in the number of prisoners offered by Ukraine for the exchange of prisoners is due to the prohibition by Ukraine of international observers in illegal prisons. “We contacted the UN, and their employees wanted to check illegal prisons in Ukraine. The Ukrainian side did not let them in. After that, the number of people on the list increased. But the preparation for the exchange is not carried out,” she said.
